Following the appointment of Dr. Xiao Guowei, President of Jingke Electronics, as the National “Thousand Talents Program†expert of the Central Organization Department, in order to implement the “Opinions of the Guangzhou Municipal People’s Government of Guangzhou Municipality on Accelerating the Attraction and Cultivation of High-Level Talents†(Sui Zi [2010] 11 No.) and its supporting policy documents (hereinafter referred to as “1+N†policy documents). After expert review, Jingke Electronics (Guangzhou) Co., Ltd. was once again approved by the Municipal Human Resources and Social Security Bureau to become the 2012 Guangzhou Postdoctoral Innovation Base ( Hereinafter referred to as the base), at the same time to obtain 200,000 yuan base construction fee.
According to the documents of the Guangzhou Municipal Bureau of Human Resources and Social Security, the base should strengthen contact with relevant post-doctoral research stations and jointly work with the mobile stations to train postdoctoral fellows. Efforts should be made to promote the integration of production, education and research, promote the transformation of scientific and technological achievements into productive forces, promote independent innovation, and determine the plans for joint training of postdoctoral researchers in steps and levels. And actively participate in the policy training and learning exchange activities organized by the city post-doctoral management office, and strive to build a team of post-doctoral management personnel with high level of service and strong sense of service.
For the bases with sound system, standardized management and outstanding achievements, the Municipal Bo Management Office will actively recommend the establishment of post-doctoral scientific research stations, and establish and improve the echelon training mechanism for the combination of post-doctoral innovation practice base selection and scientific research station reporting.
