The "Implementation Opinions" put forward the "encourage" private capital to further enter the eight key areas of the telecommunications industry, namely, encourage private capital to carry out pilots for mobile communication resale; encourage private capital to carry out access network service pilots and customer premises network services; encourage private Capital to carry out network hosting business; Encourage private capital to carry out value-added telecommunication services; Encourage qualified private enterprises to apply for communication engineering design, construction, supervision, information network system integration, user pipeline construction and telecommunication construction project bidding agencies and other corporate qualifications; encourage private Capital participates in the investment, construction and operation and maintenance of base stations such as computer rooms and communication towers; it encourages private capital to enter the basic telecom operation market by way of equity participation; and encourages private telecom companies to “go global†and actively participate in international competition.
Yang Peifang, chairman of the China Information Economics Association, said in an interview with the Communications Industry Network reporter that the implementation of opinions to encourage private capital to carry out mobile communication resale pilots, access network business pilots and resident network business is the highlight of the eight key areas. “Substantial progress in telecommunication reformâ€, while encouraging private capital to enter the basic telecom operation market by way of equity participation, is a continuation and deepening of the original policy.

According to the reporter's understanding, the so-called mobile communication resale business refers to the purchase of mobile communication services or rental of mobile infrastructure from a basic telecom operating enterprise, packing into its own brand, re-pricing, and then reselling or leasing to other telecom operators or Telecom users use it to get profits. The resale business operators may attach facilities necessary for operating the business, such as the corresponding network management systems and billing systems, but they cannot build basic telecom network facilities.
The so-called access network service refers to an access service provided by wired or wireless connection with a network service node interface (SNI) or a user network interface (UNI).
According to the "Regulations of the People's Republic of China on Telecommunications Regulations," the mobile communication resale business belongs to the first category of basic telecommunications services, and it administers value-added telecommunications services. The access network services belong to the second category of basic telecommunications services. According to telecommunication regulations, the second category of basic telecommunication services will gradually create conditions for opening up to the society based on factors such as market development needs and effective allocation of telecommunication resources.
Yang Peifang believes that the implementation of the opinion is to open up some basic telecommunication services to private capital and is worth encouraging.
At the same time, Yang Peifang also suggested that private capital should be more involved in the mobile Internet industry in the future, and more will be done in new industrial clusters such as cloud computing, the Internet of Things, and e-commerce.
